There was a time many web developers started creating tools and applications for twitter that users can use. But now twitter is also taking it seriously and rolling out official apps, official widgets, official re-tweeting buttons and now official bookmarklet.
Mostly users already have bookmarklets in web browser for sharing something on Twitter but if a thing is official it makers sense.
