Actually accessing Wikipedia offline is not possible because this is the difference between online and offline but there is a pocket version available for free to download. Program is about 180 MB. It contains 14 million word and 24,000 images.
To download this version you need some programs and technical skills as working with torrents. You a torrent client to download this pocket version. If you have already a torrent client you can download torrent version of pocket wikipedia here. After downloading it open it with your torrent client. Or you can use an online torrent client bitlet that work as windows application.
