Article submission sites are a handy tool to promote your site and its content; this is not for bloggers and would not help them directly. But for SEO and web masters article directories have similar importance like web directories. This post is inspired by my previous post 100+ social bookmarking sites.
Article directories have a long category list, so you have to find only relevant category, you can write on any subject. You can earn money also by writing good articles. Good articles get thousand of page views daily. In your article you can write about your interest and profession and about your website also, this way you can promote your website and by writing contents related to your site you can promote your site also.
Article directories are not just for submitting articles because this purpose is only for spamming activity. So article directories are a good source of news, information and manuals also. There you can find thousand of useful articles and many article directories let you publish their articles on your site if you include their original source. This way you can get fresh and original contents for your site, this is useful if you are not a good author.
When you submit your article in an article directory, there are rules you have to follow otherwise your article would not be approved. You must never try to spam, this way you will never succeed in your purpose.
I have seen many webmasters who write for article directories and they are established as a web master and there is nothing wrong. If I go to tell how to write an article and how to submit this post will be long, so coming on point here is long list of good article directories. I am sure you do not need all of them.

There are probably 5 articles sites that are decent. The rest are crap.
