In web standards CSS is a landmark. CSS has changed the world of web. It is a new dimension in web designing. Saddest thing is that many web designers still do not have a hand in CSS and they make table based web sites.
Table based websites take long time to load and do not pass latest web standards. So most of the templates are CSS based. Basically there is no such difference in web template and CSS template.
